Govind Shivkumar is a nonresident scholar in the Carnegie Technology and International Affairs.

Govind Shivkumar is a nonresident scholar in the Carnegie Technology and International Affairs. He is a director in the Responsible Technology program at Omidyar Network, a social change venture dedicated to building inclusive and equitable societies worldwide.

In his role, Govind leads Omidyar Network's investments and portfolio in governance and future-proofing technology for an open internet. His areas of focus include Open Source Software, Technical Standards, Cyber Security, Digital Public Goods, Internet Governance and emerging technologies including Web3 and Generative AI.

Govind helped found the Open Source Policy Network at Atlantic Council and established the Open Source practice at Omidyar Network. Notable organizations under this practice include Open Source Tech Improvement Fund, Code for Science and Society, and the Institute for Technology and Security, Open Technology Fund and Center for Democracy and Technology.

Govind played a pivotal role in initiating and building the Digital Public Goods practice at ON. He is responsible for managing the portfolio and maintaining fiduciary relationships with the United Nations Economic Commission for Africa, Identity for Development at the World Bank, and the Digital Public Goods Alliance. Additionally, Govind holds strategic advisory positions at CoDevelop and the Global Cyber Alliance. He also played a significant role in the founding of MOSIP, an open-source digital identity system currently being implemented in 14 countries, and currently serves as a member of their executive committee.

Govind spent over 10 years investing in private equity and venture capital, focusing on seed, growth, and fund investments. He has a successful track record with over 20 investments and 7 exits in consumer and tech-enabled industries across Europe, Africa, Asia Pacific, and North America. He worked with LGT Group, the largest royal family-owned private banking and asset management group in the world, as well as Unitus Capital, which was founded to support businesses delivering social and environmental impact.

Govind is a qualified Chartered Accountant and is an alumnus of the Haas School of Business at UC Berkeley and the University of Mumbai.
